China’s national government offers a tempting variety of financial incentives designed to lure inbound foreign investment, some of which were introduced by this author in the article “Investing in China: Tax Incentives”. However, additional incentives offered by provincial and local governments significantly sweeten the investor’s overall incentive package. These incentives tend to become more generous as one moves westward from the investment-saturated coastal provinces to China’s heavily populated interior, allowing the investor to cash in on China’s fierce domestic competition.
Central China’s Henan province, for example, offers manufacturing-oriented Foreign Invested Enterprises (FIEs) 100% waivers of business tax and a variety of local administrative fees. Furthermore, FIEs engaged in technology transfer, development work, and related consulting may apply for a full refund of business tax already paid.
Municipal governments, however, are often even more generous than provincial governments. Although various incentives are offered by Chinese municipal governments, the city of Zhengzhou (a metropolis of about 4.4 million people in central China) makes a good case study, if for no reason other than that the author is more familiar with its policies.
Zhengzhou rewards local FIEs in various ways:
Tax Breaks for Local Reinvestment of Profits Local FIEs that reinvest their profits within Zhengzhou will receive a 30% refund of the locally retained portion of corporate income tax actually paid on these reinvested profits (the national government offers an even bigger tax refund applicable to the nationally retained portion).
Investment in “Pillar” Industries and State-owned Enterprises Zhengzhou offers a three-year, 50% refund of the locally retained portion of corporate income tax paid on FIE funds invested in certain designated “pillar industries”. It also offers a financial incentive for investing in and reorganizing provincially administrated state-owned enterprises, and this incentive is magnified if the FIE retains a certain percentage of the enterprise’s original employees after reorganization.
Inward Remittance of Export Earnings Zhengzhou offers export incentives in the form of cash payouts of approximately 0.2% to 0.5% of every dollar of hard currency export earnings remitted inward (the highest payouts are reserved for the export of technologically advanced products).
Matching Funds The Zhengzhou municipal finance administration will provide one-to-one matching funds for the international market development funds of small and medium-sized export enterprises that are supervised at the provincial level (whether an enterprise is supervised at the provincial level or the national level depends on how much money has been invested in the enterprise, i.e., its “Registered Capital”).
Anti-Dumping Insurance Zhengzhou will assist FIEs in responding to anti-dumping initiatives, and will also subsidize expenses arising from participation by exporting enterprises in anti-dumping responses, as long as these initiatives are not otherwise subsidized by national and provincial authorities (which they often are). It may seem strange for an American company to establish a subsidiary in China, be sued for dumping by the United States, and then receive subsidies from the Chinese government for the expenses necessary to defend against the suit, but it’s possible.
Interest Subsidies for Loans Secured by Tax Refund Accounts. Zhengzhou will subsidize an amount equal to 70% of the interest due on loans secured by a tax refund account. If the FIE has no such loans, Zhengzhou will grant a subsidy equal to 50% of the interest that would have been paid on such a loan had it been taken out – the Zhengzhou municipal government will even provide the fund from which the interest is subsidized. Enterprises with an export volume of five million US dollars or more in the previous year that are verified by the National Tax Bureau to have increased tax refunds due for the current year will enjoy a 100% interest subsidy.
Export Incentives An export enterprise with either (i) a yearly export volume of at least ten million US dollars or more and actual export growth of more than 25% over the previous year, or (ii) a yearly export volume of at least five million US dollars, actual export growth of more than 40% over the previous year, and inward remittances from exports of at least 80%, will be designated a “Zhengzhou City Advanced Foreign Exchange Generating Export Enterprise” and awarded 30,000 RMB (roughly $3,500 US dollars) as long as it has not committed any serious regulatory violations during the same year.
Although a few of the foregoing incentives represent relatively small payouts, they are numerous and can make a significant difference when combined with the broad range of incentives offered by the national government.

El DOLAR obtuvo resultados mixtos en el comercio matutino en New York, y no logró atraer gran demanda. El rechazo al plan de ayuda al sector automotriz americano de ayer, fue suficiente para que el mercado de valores en todo el mundo caiga; las consecuencias del rechazo podrían ser desbastadoras para los Estados Unidos, y podría prolongarse la recesión; mientras la bolsa caía, varios operadores vendieron el par USD/JPY. Comercio en doble sentido a pesar de la recuperación del euro. El par estuvo bajo presión. Se observaron ofertas de Estados soberanos. Se mantuvo el control de las ventas sobre los 1.5100, pero será prudente aguardar un poco. Por la noche se observó un comercio técnico mientras los operadores definen estrategias a seguir. La liquidez fue moderada. Cerró sobre los 1.4850.

El par logró ganar terreno. Puede que el par comience una reversión, pero el par debería estar firme en los 1.3180 a mi entender. Es aconsejable ir en largo. Se están colocando stops en los 1.3420. No considero que el par siga en baja. Varios operadores están tomando ganancias a pesar de la incertidumbre imperante.

Used in cathedrals to show glorious scenes of saints, and for animals and plants in other venues stained glass panels are beautiful works of art. Though complex looking, these stained glass windows are actually fairly simple, and with a little effort anyone can recreate the art.
The biggest concern when creating stained glass panels is of course safety. The art you are creating includes exposed glass edges, a hot soldering iron, chemicals, and power tools. If you keep safety in mind and maintain a well-organized workspace your hobby will be perfectly safe. As with most crafts you will need to acquire some tools and materials before you begin. You will need glass cutters to score the glass for breaking. As with most tools the higher quality cutter will cost more to purchase, but can make the difference between success and accidental breakage. Another glass specific tool you will need is a pair of combination breaker-grozer pliers. A glass grinder will be needed for making adjustments to glass edges after breaking. Mastering this tool can help your pieces fit together more precise, increasing your appearance quality. More material and tools will be introduced to you as we begin to construct a stained glass panel.
To get started grab the sheet of glass you will be working on with one hand holding the top edge and the other holding the bottom with the sheet in a vertical position. Never carry a sheet of glass in the horizontal position to avoid cracks and breakage! To place the glass on your workbench while vertical place the center of the sheet against the bench edge. Then roll the glass onto the table and slide completely onto the bench surface.
For your first project choose a novice pattern with a simple design and relatively short lines to score. You will need two copies of your pattern so trace the original pattern onto a sheet of standard paper and heavy pattern paper with a sheet of carbon. Assign numbers to each piece as a way of keeping track of your pieces as you create and build the project. Then use special glass pattern shears to cut your pattern out of the heavy paper.
Select one piece of your pattern and trace the shape onto your glass using a glass-marking pen. Do not forget to mark on the glass the number assigned to that piece of the pattern. Then you need to score the lines you traced onto the glass. Apply firm constant pressure with your glass-cutting tool and make one smooth cut along your line. After you score the line you will need to break the score. Some crafters opt to do this step by hand, while others use breaker-grozer pliers for the job. Either way apply a quick even pressure while doing the break to keep it as clean as possible. Continue to mark, score, and break until all the pieces of your project are created.
Starting in one corner of your project, next compare the glass piece you cut out with that piece in the uncut pattern. Mark any glass that crosses over the pattern lines and then use a grinder to remove the excess glass. Continue to do this to each piece until all pieces are the same as the pattern then place them within the assembly jig for the project.
For the foil wrapping step you need to ensure your hands and the glass are clean to ensure the tapes sticks correctly. Apply the foil wrap tape onto the glass edge with exactly the length of overhang on each side and work your way around the glass edge completely. Overlap the tape on the end about ¼” then crimp the foil over the glass edges. Complete this step by burnishing the foil smooth and then place the glass piece back into the jig.
The final step of your stained glass panel project will be to solder all joints together. Slowly move the hot soldering iron over all the seams coating the foil in solder. Once the initial side is complete roll the project over and solder the seams from the other side. Once you have all the seams covered in solder you should clean your project with a soft rag and glass cleaner. After cleaning the stained glass panel is ready to be proudly displayed for all to enjoy. When others comment on the beauty of the panel you can smile and say you did it all yourself!
Creating stained glass panels is a very fun and rewarding hobby, which can also become a little extra income if you are so inclined. There is so much to learn with stained glass, please take the time to seek out more learning resources than just a small article. To learn techniques and skills to improve your skill look into local classes and workshops. Also speak with artisans in your area, most are more than willing to pass on pointers to a fellow glass worker.

Membership applications to join the British National Party are now again open despite the states best efforts to subvert the party and democracy, Nick Griffin MEP has announced.
Speaking after the conclusion of the Equalities and Human Rights Commission (EHRC) court case today, Mr Griffin said the court had in effect ruled that political parties could not ask its members to endorse policies which oppose mass immigration.
The court ruled that sections 3.2.1 and 3.2.3 of the BNPs new constitution could not be set as conditions for membership of the party as they would discriminate against ethnics, Mr Griffin said.
Section 3.2.1 of the BNPs new constitution reads as follows:
Our party is a party of British Nationalism, both ethnic and civic, and we are committed to the principle of national sovereignty in all our British Homeland affairs and of self determination and sovereignty in all Indigenous British affairs.
We are pledged to the continued creation, fostering, maintenance and existence of the unity and of the integrity of the Indigenous British and of the government of the countries of England, Scotland, Wales and Northern Ireland, and of Eire, which together, and as further expanded in Schedule 1 (Interpretation Rules), are referred to in this, our constitution, as our British Homeland.
Section 3.2.3 reads as follows:
We are pledged to stemming and reversing the immigration into our British Homeland that has, without the express consent of the Indigenous British, taken place since 1948, and to restoring and maintaining, by legal changes, negotiation and consent, the Indigenous British as the overwhelming majority in the make-up of the population and expression of culture in each part of our British Homeland.
The court has ruled that these clauses, which are part of the membership conditions as stated in section 4 of the constitution, makes it impossible for ethnics to join the BNP, Mr Griffin said.
We, of course, disagree with the courts opinion.
There is no correlation between being opposed to mass immigration and the opening of membership of the party, Mr Griffin said, adding that he knew members of ethnic minorities who were just as opposed to mass immigration as any indigenous British member of the party.
Section 3 of the BNP constitution is protected and cannot be changed except by an extraordinary general meeting (EGM) of the party, Mr Griffin went on.
The new constitution grants the partys leader the power to change all non-protected parts of that document to comply with the law, without the need for EGMs.
Section 4, which deals with the requirements for membership and includes the demand that members support all the principles of the party, is not protected.
I have, therefore, with immediate effect changed the section 4 requirements, as I am entitled to do, to comply with the court order, Mr Griffin continued.
What this means is that people can apply to join the BNP without having to endorse and support the principles of the party.
Everyone knows this is a mad situation, and it has set an astonishing and extremely dangerous precedent for all parties.
It is a complete subversion of democracy and is in reality an attempt by the state to order the citizenry what policies they can or cannot believe in.
The bottom line is that the BNPs policies remain exactly as they were, particularly the demand for an end to mass immigration.
I have changed the non-write protected constitution to comply with the court order and the amended version will be published online well within the 30 days set our constitution.
Membership applications are therefore are now open and the 7000-strong backlog will be processed in the order in which they applied, Mr Griffin said, adding that any ethnic who had applied to join the party would wait in turn like anyone else to have their applications processed.

The government funded scientific community needs a scare tactic to make sure they keep receiving their grants.
A guessing game that never has to be proven. What a fantastic way to control the people through their fears, and justify the price of a ticket to watch!
